UKCPS parking fine

Hi, I wonder if I can have some advice. My partner has received a parking fine through the post saying he has to pay £100 as he did not pay the fixed parking fine in a private car park locally, which the letter says was fixed to his car on the 22/03/2013.

No ticket was attached to his car and the first he knew was when the letter came through the post today 25/04/2013.

I have telephoned the company and explained and they said they will reduce it back to the original £60.

? Can they ask for the fine to be paid now as no ticket was put on his car on the day?

? Is this fine enforceable?

    It's NOT a fine! And it's not enforceable. But Peter Haswell their office manager is looking at this and thinking yes another mug who thinks that his company can fine someone. The advice in this case would probably to appeal and if its refused to go with our help to the independent appeal popla.

    The other options are either to pay it, which nobody here will recommend, or ignore them completely and their agents. There is a small chance that petey boy will issue a claim as you've identified yourself by giving to much information. But it can be defended with help from https://www.pepipoo.com .

    Basically it's up to you we can help with both a popla appeal or a defence in the small claims if petey boy does so, he's a nervous wreck in court ;)

    Hold on. What "crime" is he being accused of? What imagined contravention has he carried out? Have the PPC got proper authority to make a demand for £100? Have they followed the BPA COP procedures?

    Give us a bit more to go on and you can get some help. £60 is £60 and better in your pocket than Mr Haswell's.

    His options are:

    - to appeal as the registered keeper, then appeal to POPLA (if this was in England or Wales only)

    - OR pay (don't!!!!!)

    - OR ignore it (a must if in Scotland) and a reasonable option in England/Wales if he doesn't mind ignoring debt collector letters and doesn't scare easily.

    If he pays he's a MUG. This is a well-known 'fake PCN issuer' which seems to be based in a caravan behind a pub! See post #17 here to see the sort of firm you are dealing with here:

    Come back here for further advice when he's decided not to pay it because it's not a fine and he won't get into trouble over it.

    They are supposed to send the code with a rejection, I would either wait the 35 days from the date of your original appeal, so they time themselves out. Or pop them an email and demand the popla code.

    Just reply about 33 days after they would have received your first appeal - DO NOT CALL IT A FINE! - and say:

    'you have failed to send me a POPLA code with your rejection so I require one by return of post, of course. I have nothing further to add for your benefit now so you will have to fund a POPLA appeal if you are not prepared to cancel this fake PCN. At POPLA I will raise your company's well-known routine dodging of POPLA codes, among other matters such as your non-compliant notices, missed deadlines, unfair charges, misleading notices and unclear car park signs.'

    Oh - and do get help here with your POPLA appeal wording - don't write it without help!! CAN YOU GET PICS OF THE SIGNS AT THE CAR PARK?
