    Hi, I have requested a popla code from ukcps. They have now replied to my letter refusing to enter into any further appeals stating their original refusal to uphold my appeal still stands. They have also advised they will hold any future contact from me on record.

    can you advise what this means please.

    So they haven't given you a popla code within 35 days, the matter is closed per the bpa code of practice. I would send the email that Nigel suggested earlier on in the thread. So they are in breach and they are denying your legal right to use popla
    When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
    We don't need the following to help you.
    Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

    Go onto the BPA website and report a complaint about this AOS member. Tell them that you are the registered keeper and UKCPS are not providing POPLA codes with rejection letters but are making appellants ask for one. You did so but were still point-blank refused a POPLA code even though you appealed in good time after receiving out of the blue, their so-called 'Notice to Keeper'. Point out to the BPA that this letter is also non-compliant as it mis-states the appeal position to a keeper (and am I right that it's headed up 'Final Demand' or something, and not 'Notice to Keeper')?

    Tell the BPA all of that and do not respond to UKCPS again even when you get follow up letters (unless you suddenly get a late POPLA code, in which case, please ask for advice here in winning at POPLA!). In terms of 'scary letters', only take seriously real small claims court papers obviously, if they were tried then you would have to swiftly acknowledge them and say you'd be defending this ridiculous 'charge'.
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
