No notice of new parking prices

I have received a £100 pounds parking fine in Peterborough in a car park I have used for three months. Then without notice it was taken over by PE and they put the price up without notice, I have written to appeal but have been told this isn't a good enough case and I have to pay it otherwise it will be given to a debt recovery company to claim the money... Should I pay?

    No you most certainly don't pay them! This is no fine or penalty just a lousy invoice from scammers. On their refusal did they give you a popla verification code ? Or did they send you the refusal giving you a further 14 days ?
    When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
    We don't need the following to help you.
    Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

    Agree with the others. Don't pay it and ignore everything they send you.

    Don't contact them and stand your ground.

    Yes they sent me a letter with the forms POPLA with a code, now I have 14 days to pay otherwise my fine goes up..

    I would use the popla code to appeal independently as you have have contacted them already, but you need help with this, please don't do it alone as parking eye has looked at your original appeal and think you are a mug. So that is the reason they gave you the code straight off.

    You need to register and post on https://www.pepipoo.com to get further advice, there are users there that will help you formulate a very strong defence at popla. Parking Eye employs people to scan this and pepipoo so don't put anything that identifies yourself on here or there.

    Take the advice and win, but even if you lose the decision is not binding upon you.

    Thanks , when they told me my appeal wasn't good enough i should appeal to POPLA myself they sent the paperwork for POPLA already typed out for me..

    Sorry ? Do you mean they completed the appeal form to them ? You can add more information for them to consider any time up until they review your case. So don't worry about that, and you can use the code to do this online at https://www.popla.org.uk as well

    So was it a previous private car-park run by company X, whom lost the contract and Parking Spy came in to "run" it, and put the price of parking up?

    You came along, paid what you thought was the charges, didn't double check the machine & ticket and put it on display.

    The landowners losses would be limited to whatever the difference between what you paid and what you should have paid is.

    What do you mean? They are supposed to send a blank POPLA form because this is your chance to make a stronger appeal and you can introduce ANY evidence for POPLA! Don't tell us they actually typed the appeal details into the box, copied from what you sent them in your first basic appeal??

    You DO NOT have 14 days to pay. YOU WILL NOT BE PAYING THIS! :eek:

    You now need a strong POPLA appeal - certainly not the same appeal as before! Did PE type that out, please tell us?

    It was a private car park and PE brought the lease increased the prices without no notice or signs saying under new management..
