Just rang my local police. They sat on the fence a little and suggested ringing the number tomorrow, but I don't want any more links with this lot. They did say it didn't sound very genuine though.
I'm e-mailing my local council later to let them know the details of this 'company' reporting to represent them.0 -
Ive reported this as fraud to action fraud. I have also tweeted out about it. Also if anyone has phoned or text them then contact phonepayplus.org.co.uk (mon - fri). It doesnt look like a premium rate phone number to me but always worth staying on the side of caution.0

i might ring it too, just to see what they say or if anybody answers, but im not going to worry about it, the fraud people were telling me about lots of different scams going on at the moment that seem genuine, but they said to me that this is definatly a scam....saying that....if i do get bailiffs at my door tomorrow i'll be ringing fraud department back with ref number they gave me!0

Their website was only registered on 19th April....
The 'Gov' bit is not an official government address - it is in the first part of the domain name, not in the suffix (ie xxxx.gov.uk as it should be). There is also no company registration number on the website.
If this is a debt collector then there are a multitude of licence breaches here.
Report them as necessary but don't under any circumstances pay them!0 -

Nothing like acting on a scam to bring the best out people, well done to all of you who are taking action on this. Please be aware that private parking companies operate a similar kind of scam, and you can get advice on this forum for that if you get caught with a fake ticket.

Report them to your local trading standards for breaching the general ethos of http://www.oft.gov.uk/shared_oft/business_leaflets/cpregs/oft979.pdf
The addition of the "powered by HMS Resources" top it off by trying to allude the website was created by a government IT dept, especially as they don't exist.
Anyone affected please do a google search of "UK Bailiff Services" and "bailiffs-gov" and then click on the google return for this thread which will help keep it very high on google for anyone affected who may try and goole them. (It only has an effect the first time you do this once a day)
You can also report them to companies house as I assume they're a limited company and as such they are obliged to show their company name and co registration number. enquiries@companies-house.gov.uk
