The CN22 negates the need for them to open and inspect the parcel, if there isn't one they in theory can open it and then forward it to the customer with an invoice for the duty.

With due respect, you have clouded the issue and you are incorrect. CN22/23 are customs forms for use with Royal Mail/Post Office not for general export, ie with courier you need xyz copies of their own export forms.
OP, has your parcel been returned or was it a case that you have realised you didn't have a customs label?0 -

But the OP is not an Exporter, they have sold a solitary CD to a buyer in Norway for the first time. Someone else came on the thread and said CN22 is a Royal Mail and subsequently said Post Office document which is not true. I am stating that the CN22 is downloadable from the Universal Postal Union. If and when they opened your item, they would then assess the value, and if it's under a certain amount - around 15 quid, there would be no duty but because you missed the CN22, they could choose to return it back to you.Warning: any unnecessary disclaimers appearing under my posts do not bear any connection with reality, either intended, accidental or otherwise. Having just read the NUMEROUS posts and your link (which was soley for RM!), I think it fair to say that the point was somewhat laboured. But, the point was that CN22 are for use by Royal Mail, they are not general export forms for those that don't use Royal Mail.
I don't see anywhere the OP says he isn't an exporter, but likewise this can be assumed he isn't. I suspect your posts were corrected as you did argue the Royal Mail issue.
People on here generally use Royal Mail, but not always. Especially as RM prices have shot up recently and weights/sizes are important. Transglobalexpress is one of the easier/popular exporting couriers agents and they will not accept CN22 as it isn't an HMRC document per say.
So whilst you may have been helpful to the OP, your posts were not accurate that I could see. Hence the argument that ensued.0 -

My original post explains - the letter/package didnt have customs form because PO didnt tell me I needed it, either they didnt hear me properly or they thought Norway was in the EU. I only posted it this afternoon0
