    my understanding is that bank managers have to power to exercise discretion in certain cases where the individuals do not possess any of the normal documents.

    I doubt it. It's not something you can overide the FSA on.

    Banks have had fines issued to them in the past due to their lax money laundering checks.

    I believe that they do too, I have had a current account with Nat West bank for 30 odd years and I wanted to change it to a joint account with my wife, I had the devil of a job getting them to accept my wife who does not have the required documents (as I mentioned in my post above).

    We were both taken to an office in the bank where they explained that they could not do anything with out the ID proof and it got to the point where I said in that case I shall take my account elsewhere, the lady said she would speak to a superior, she left us alone and a girl (who works for the bank) passed by the door who we know as a friend, I told her of the predicament and she went off, the other lady came back and said it was OK they could do it as our friend vouched for my wife, so they must have some discretion.

    Most banks/BSs will accept any official communication from another bank/BS as proof of ID. Presumably someone has sent you a credit/debit card at some point. Do you still have the covering letter to which the card was attached?

    I thought that all they had to do was satisfy themselves that the person 'in front' of them is who they claim to be. Most of the banks have merely come up with an idealised list of documents that they'll accept for this purpose.

    all dependant on the bank itself, some give more leeway than others, there are no set FSA rules as such on the type of documents needed for proof of identity.

    FSA have announced that institutions must adopt a "risk-based" approach. It's down to the individual institution to decide what that means. It does leave room for discretion, so long as there is a procedure for deciding when you can use discretion (for instance where people can't provide documents for good reasons). However, most institutions are too cowardy custard to actually think about using this to make life easier for their customers, and just stick to the "one from the first list, one from the second list" method.

    I would apply for a halifax websaver savings account as they send you nice quarterly statements in the post which can then be used for id !

    Do you have any letters from HMRC, Child Benefit, tax credits, or your NHS card? I used my NHS card showing my address and registration with my GP and this worked for a couple of accounts.
