Elance seem to be an online freelance work site, unless they are doing a dissertation for the OP I can't see anything tangible there. Could be another site of same name not on google possibly.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0

Because this.mini cookers which fall under consumer electronics (physical goods), but sellers said to paypal i paid them for a service to increase traffic on a website that i dont even have.

Why don't you just get onto paypal and explain the situation. Elance is a freelance site and they have an escrow service for people to pay for the services they receive.
It would appear to me that the OP has either advertied on the site for the goods or somehow got in conversation through the site with someone who claims to be able to supply the goods.
The OP then appears to have gone offsite (which probably breaks elance's T&Cs) to conclude the deal.
The OP has also posted the same thread in Credit Cards.
I would say that he is basically stuffed - the "seller" has made out that he has purchased a service, so PayPal won't refund as it is an intangible item. He's obviously been unfortunate enough to be scammed by someone who knows the way PayPal works and used it to his advantage.0 -

So to clarify:
You purchased "mini cookers".
You paid "for goods and services" through PayPal to the sellers business account.
The seller claims you paid for SEO services.
Do you have invoices for the "mini cookers"?
Apart from the chat logs, is there anything else that points to the sale of goods like a website?
When you pay for "goods and services" you usually have to type in some more info, what did you write?
Next time, get the guy to list it up on eBay, sent you the item URL, then you can buy it straight away. It's unlikely in those 30 seconds anyone else will find it on ebay, but then you are both protected by their rules.0
