Coupon mad here is the partial response I received from the BPA.
Having written to Wing Parking Ltd about your complaint, they have forwarded me clear evidence of the Logging system employed in dealing with the three Parking Charge Notice’s (PCN) that have been issued to you.
It is clearly indicated on the Logging process of all communications sent and received in relation to each PCN.
Whilst I appreciate that you initially appealed, Wing Parking have a two stage appeals process (as do other parking operators). Unfortunately you did not follow up with your second appeals in time, that would have given you the opportunity to appeal to POPLA.
I appreciate that this response might not be what you hoped for from me but please rest assured that we take all complaints about Members seriously and that I have looked closely at the points you raised.0 - 
            to extort money for the hell of it?Is that response form Steve Clark or David Metcalf? Just interested.
Honestly just ignore this farce now, collect all the letters and if you did receive court papers or a Letter before Claim from Wing (not debt collector drivel) you as registered keeper would need to respond and we could help you then. Don't throw any letters away, keep them in a file as the drivel arrives, ignore debt collectors but take notice of an actual court letter of course.PRIVATE 'PCN'? see a portion of my complaint to the BPA below..
I wrote to Wing Parking to request a POPLA code which they are now refusing to issue, as they are hiding behind the fact they state they already answered my initial objection and as I did not respond within their allotted time frame (14-21 days), they do not need to provide POPLA code. As a result, my third appeal was totally dismissed.
I am not at all happy with this. Wing Parking chose not to directly communicate to me the initial decision to turn down my first appeal(about the first 2 PPC's).
I would like to draw your attention to an e-mail received from Wing Parking where it was outlined there was delay in collating information in response to my letter. This email clearly states "we will reply to you in due course". I inferred that would receive some communication from Wing Parking either by post or e-mail their decision. Furthermore it was not unreasonable of me to assume this having received their e-mail directly to my hotmail account.
If Wing Parking were not going to send a decision to me, this e-mail would have been an apt time to make this explicit. That would be a transparent appeal process .Wing Parking clearly gave me false information, i.e. to wait for their response, which I then followed and now this is cited as being an error on my part? I'm sorry but I cannot accept this. I have never had to complain/appeal against a parking ticket before,but this strikes me as unusual process; the person making the complaint has to chase the organisation for a response?
In my opinion, Wing Parking must be held accountable for their poor communication. Wing Parking advised me to wait to receive their decision.
I believe the ultimate aim was to mislead me,to ensure I would miss their time frame to conduct a second stage appeal and miss out on the opportunity to escalate my complaint to POPLA. appeal. All of this begs the question if i was not made aware of Wing Parking initial decision how would I have known when to make their second stage appeal?0 -

IMPORTANT- DO NOT IGNORE THIS LETTER
We act for Wing Parking and instructed to recover the following outstanding amount(s) incurred by you in relation to the parking of your vehicle, the details of which are below....
You have failed to clear the above balance (£240) despite several letters from our client requesting payment. Unless our client receives full payment from you within the next 14 days, Wing Parking may issue legal proceedings against you and obtain a county court judgement for the sums owed plus legal costs.
In the event that a county court judgement is obtained against you and payment is not made, our client will consider all enforcement options, which shall result in further legal costs, including but not limited to:
-Instructing County Court Bailiffs/High Court enforcement officers to attend your address and remove goods to the value of the debt and costs owed.
-Applying for an attachment of earnings order, requiring your employer to deduct sums from you wage and pay them directly to our client.
If you wish to avoid the steps outlined above being taken please contact our clients debt recovery agents Debt recovery plus on... to clear your balance. Alternatively payments can be made via the debt recovery website.

            As L & Q are a registered charity you might like to point out to them that by employing a predatory PPC who are attempting to obtain monies for you to which they are not entitled, and making threats of court action, they are behaving in a most uncharitable manner, and that, unless they get these demands cancelled, you will make a formal complaint to The Charity Commissioners.You never know how far you can go until you go too far.0

This is another Debt Recovery Plus bullying letter masquerading as coming from SCS. No you should not pay them!0 -

I assume by now you have calmed down and simply Googled something useful like 'Small Claims Solicitors parking' and found that the above posters are spot on with their advice. This is merely another letter in the debt collector chain, not a real Solicitor situation. UKPC use this letter as do a few others and NONE of them take people to court, nor do Wing.
This is no different than the DRP and Zenith letters and quite possibly sent out by DRP from their office. File it with the rest, let us know if you ever get a real small claim as this would be very easily defendable you know. Luckily Wing are not litigious and wouldn't have a leg to stand on.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
