Yes it is, they have no means of contacting you, and if they do they have used another company to get your details in breach of the dvla rules, please come back here if that is the case.When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

Absolutely complain about this bunch of ex-clampers to the DVLA, BPA, Managing Agent, your MP, Trading Standards (local Council TS not any phone number for TS - and not the CAB who are useless on this scam).
But DO NOT contact CES at all because they cannot get your data unless they are an AOS member with the BPA. They have obviously applied because they seem confident of getting a DVLA data link soon, but without that right now they cannot get data and your complaint to the DVLA may help to stop them ever getting that link.
Their website still talks about 'vehicle restraint' such as clamping and removal, but that's been illegal for six months now!
Complain to the managing agent and tell them that they have taken on a bunch of ex-clampers with no regulation and no DVLA link at all, and that they are lying (assuming this was the same car that has that permit):

Do not give the managing agent any details of the fake PCN, not the date of it or anything - refuse if they ask for it. Just say that 'one of the cars you use' (no car reg) got a fake PCN from their thick-necked would-be-clampers and you are here to complain about the managing agent's negligence in using an unregulated firm whose website makes illegal threats (clamping and towing are now criminal offences) and lies about residents not being 'penalised'. Tell the Agents how many agencies you are sending complaints to about this - and remind them that by taking on such unregulated firms they are leaving themselves open to being sued for harassment as they are liable for the actions of their agents even if no money changes hands. Suggest they sack them right now.

Also, as a side note, I looked at their signs posted up around the car park today. Not one of them has their company name on at all.

Any letters arriving would almost certainly mean they'd have got your details in an unlawful way - and the DVLA would be in the brown stuff as to release data to a Parking Company who are not in the AOS is a breach of the Data Protection Act. So do tell us if you get any letters about this, and what responses you get to any complaints you make when reporting this bunch to the authorities.PRIVATE 'PCN'? I may have stumbled across a problem, and need to check some paperwork tomorrow.
I believe that to get the permit to park, when the company was hired by our agents, we had to submit some paperwork. I have a feeling, it was either a copy of a V5, or a utility bill as such.
I now think that means I am going to have to pay
If i didnt live here, then I would just be putting this in the bin and forgetting all about it. However, I now think that they have all my details as I have already provided them willingly about a year ago....
I will check and see if I have any paperwork to remind me about what I needed to send0
