I always thought zebra crossing in supermarket carparks weren't covered by the Highway Code. Obviously I stop for them but I always assumed as they were drawn on by the supermarket themselves that they weren't legal.
I live on a private road. Can we just draw a zebra crossing on it?
You'd need to get qualified advice.
I know that certain normal road rules apply to 'private' roads - drink driving rules, for example.

The reason why it is not mandatory to stop for people waiting at a crossing is that it would create a massive grey area surrounding the exact definition of 'waiting'.
I don't think it's much of a grey area. I'm pretty certain if you mowed a pedestrian down when you could clearly see them that it wouldn't really matter whether they are standing on a zebra crossing or not.

I think you should understand that you are not entitled to run into pedestrians no matter where they cross the road.

The answer to which, as I said earlier, can only come from someone who is properly qualified to answer it.
