IE opening as a 2 inch web page

my IE has started opening as around a 2 inch square mimi site in the middle of the screen at the top and I am unable to resize it and have installed ie10 in hopes it would fix it and MS fix i did not work so now I am stuck unable to fix this.
Please help if you have any ideas on how I can fix this.

Try this
Click 'Start'
Right click on the IE shortcut then select 'Properties'
At the bottom in the box titled 'Run' select 'Maximized
Click 'Apply' then OK.0 -
If that does not work go here and download "IE New Window Maximizer".
It runs in the background and will automatically open IE in a full window. :j0 -
