    Adam,

The easiest way to get out of it is to ignore them. They are a toothless parking company that will just send you junk mail, then they will get a debt collector to send you junk mail , and finally a powerless solicitor to send more junk mail.

You could appeal and go onto https://www.popla.org.uk but its probably to much hassle if time is limited for you.

But can I just say that premier inn probably got the scammers in because people were abusing the car park that they use for customers, please park elsewhere.

Getting out of what? You have not gotten into any thing at all. Just because this Private Parking 'Company' sticks a fake invoice on your vehicle means nothing except that you will have to do one of two things. Ignore it and all 'threatograms'(as they are called on here)they might send you or use their fake 'appeal' procedure, which they will reject and will/should give you a code where you can appeal to POPLA. Then whatever decision they come to you simply ignore. The latter just costs the PPC some £32. If you decide the latter some on here will guide you through to process.

Backed by law ? This is a private company giving fake parking tickets, it's not backed under any statute law or road traffic act, this is just an invoice. Debt collectors are powerless they won't turn up at your door for this they never do.

ok great, thanks for your advice. obviously i have my reservation as essentially i was in the wrong but if they are not backed by law, i am more than happy to stand my ground. would you suggest appealing or just simply ignoring the letters they send me?

Demand that they cancel the charge as it is unreasonable, or send a code so that it can be dealt with by Popla, but wait for them to get in touch with you first.

    something like

"you recently sent me a letter demanding payment of £XX for what you call a parking charge notice.
The amount of money you are asking for is unreasonable, and you must now cancel theis so called charge, or send me a popla verification number imediatly.
if you do not contact me within 14 days, then this matter is closed, goodbye."

"The BPA has surely become one of the most socially dangerous organisations in the UK"
  • Better to ignore, they'll get bored or keep their paper trail, you'll notice most don't give you the allocated time of payment anyway with their junk. For example you have 14 days to pay our extortion fee.. 1 week later you'll get another letter saying their fee has increased.

If you want to start any communication - do it via POPLA - get them involved if you want and they (ANPR ltd) would have to pay for the privilege (£32).

Also, in terms of legal standing, the PCN is an "invitation to pay". And not a requirement - they will however try and sound as scary as they can, to persuade you otherwise with wording that sounds like they have a case against you.

    Overall, best to ignore.

You can't open communications via popla, you must first appeal to the parking company, if they turn you down then they must supply a popla verification code if its England or Wales .

do not be afraid of debt collectors turning up at your door. they are normal people doing normal jobs just like you and me. they have no legal rights over you, you are under no obligation to even speak to them. the more people fight these tickets the better.

But debt collectors DO NOT turn up at the door over a fake PCN.

It's not illegal but it's not a real fine either. Of course they are not 'backed by law' but they wil pretend the Protection of Freedoms Act is some sort of backing. It's not.

I hope you are the registered keeper of the cab because the scammers will get data from the DVLA. ANPR Ltd used to be clampers led by some clueless bloke called Trevor Whitehouse (Google him and 'National Clamps' to find his mugshot unless it's already familiar to you...).
