I'm not an expert, but in my experience, you also want relevant keyword rich terms in the title tags. Sorting this did more than anything else I did to help get my website onto the first page of Google.

So 'Dog friendly bed & breakfast Lake District' for example.

If you have several pages for the website, try and get different relevant search terms on each of the different pages title tags.
