    I see, I would say eBay is better as Paypal just do a straight return for return were as eBay have the no fault depending upon the circumstances which might be less hassle as a buyer.

    I would also say the policies are consistent (assuming a buyer's case is genuine, eBay have a few clauses about "good faith" to prevent abuse) so if you were due a refund one should be issued with either eBay or Paypal.
