Unfortunately not, I tried with my only neutral and eBay wouldn't budge. In the end I left mine as buyer did not leave any stars at all, and a neutral makes no difference to our accounts- it is stars we need to worry about.

I received my first neutral as well recently on my private account, my fault as I sent the wrong size out but although buyer was offered a full refund + postage she said she wanted to keep it.
As Soolin says my stars were not affected so not a problem.

If you check their feedback left for others and there is a noticeable patten of non-receipt you can report the buyer (a report button should show up next to the feedback) and if eBay take action for buyer abuse the feedback may go.

Assuming you've blocked them already I would now just ignore.

I would not be prepared to leave a glowing positive for someone that trigger happy.

Well you are under no obligation to give buyer feedback.

However for INR claims I'm going to start leaving the buyer a positive with a message like this

"fast payer, sorry your item did not reach you, full refund given"

if all sellers do this any repeat INR offenders will soon have a pattern.

In my eyes there it's not a false positive so no policy breach.
if i had known then what i know now
