Toggle Mobile for abroad? What about in the UK?

Yes, if you call anyone who is roaming in the UK (i.e. in the UK with a non-UK SIM card), they will most likely pay to receive the call. If you're asking about those using UK SIM cards in the UK, then I'm not sure I understand the rationale for your question.

As Orange don't seem to want me as a customer any more - their OVP prices disappear from 1 May 2013 - I'm looking for a replacement. Toggle looks interesting because of their 3p/minute to/from landlines in Toggle-linked countries. You just need to get a local number for those markets and can get a 'permanent' local number for frequent use for about £9.

Done, apparently. I just checked Norway-UK and Italy-UK calls to landlines are offered at 28p/minute. With a local Toggle number, Norway-UK drops to 3p/minute. (Italy is not yet supported at this rate.)

For me, the downsides are no roaming service from South Africa. Also no inclusive UK data plan.

I'll be comparing details with Ovivo.
