We've all been there (unless you are blond and pretty) so you aren't the first and won't be the last. If a manager is superficial enough to give someone a job because of their looks then you need to feel sorry for the manager and also their partner. Nope im late 30s used to being promoted on merit and never noticed this before though it must have happened0

I wouldn't let it worry you too much, it sounds as though you have the better deal. Either this woman can do the job required of her or she can't. And if she can't, sooner or later, her "very important" boss will realise that and he will either have to take on someone else to cover her skill gap or he will have to reorganise her role so that she can cope with it. It's not your problem and you shouldn't waste any more time worrying about it,and anyway, her looks will only carry her so far, if she's having to rely on them now to gain employment, what is she going to do when she's older and her looks are fading?
It is annoying when you see colleagues getting promoted because of qualities other than their abilities to do the job but that's life unfortunately. I had a colleague who was a real suck-up to the bosses and she managed to wrangle a job for her husband, despite him having no experience or qualifications for the role. She eventually had to leave because she was sick of the constant back-biting and moaning of the rest of the workforce who were incensed that her hubby got the job at the expense of someone who could actually do the work. He ended up leaving too, jumping before he was pushed, because once she had gone, he had no-one to cover up his shortcomings and correct his errors."I may be many things but not being indiscreet isn't one of them"0 -

She is studying for a degree, presume she will finish this - he wants someone with a degree.
Hasn't passed her driving test yet, I presume she will (lessons?) - he wants someone with a licence
Have you seen her full CV and know she doesn't have pm experience?
Unless you are studying for a degree, trying for your licence and have pm experience then why would you be the better candidate?
As you say, you're happy where you are. Stop looking at the closed door and focus on the open one.0 -

How important he stays, when the powers that be realise that he has filled a role requiring someone with a degree, project management skills and who can drive with a pretty lass who does not possess any of those things, is highly questionable. Surely he is not capable of doing his job if that is how he conducts himself. Give it time. The role requires these things for a reason. If a standard is not met then I should think concerns will be raised.
I would just enjoy the fact that you still have a good job, with a much nicer manager for hopefully the same income. So why not tell the HR Coordinator why you did not apply, but also mention that you are extremely happy in your new role and the decision was obviously the right one for you
