While not quite as cheap as a stamp, 37p all-in for an A4 second class letter is quite good!
Unfortunately, they don't offer recorded delivery, but it is a start.0 -

Firing off e-mails to random addresses is unlikely to result in a positive outcome. Anything received with customer content is likely to be considered as a phishing exercise and deleted immediately.
ESA is not set up to handle e-mail enquiries as e-mail is still considered not to be a secure method of communication. The OP is now nearly 3 years old but the best method of contact is still phone and letter.0 -
If you have a complaint against .GOV or the DWP etc. of any kind, it is vital that you put it in writing and keep a safe copy. If you can do the letter on a computer not handwritten. (you can use a computer & printer in the local library very cheap) Include all needed information like your date of birth and National Insurance number. Make sure you mark the letter at the top 'Formal Complaint' and ask in the letter for a written confirmation of receipt of your letter. Finally, be SURE to send the letter to the correct department/address by RECORDED DELIVERY. Be sure to keep the postage receipt stapled to the copy of your copy of the letter.
A phone call cannot be used as evidence of an instance of you trying to appeal or complain so cover yourself by having proof that you have been trying to sort the complaint out. Keep a diary of what is received from them - and what is sent out to them, along with any changed or failed payments. This is all admissible as evidence in a Court or tribunal hearing.
If they call you, request that they send you a copy of the outcome of the calls contents to you in writing or refuse to discuss the matter other than via letter.0 -

It is about £20 a year to join & access all of the templates etc. but you will get this back if your money is not halted by these swines at the .GOV, Atos etc.

And there are other places where you can get this sort of help and information free.
I really do hope that you aren't someone actually involved with running Benefitsandwork as calling people "swines" isn't a particularly great way of approaching things
