Fergie my point exactly, a dca cannot be trusted as they are all lying barrel scraping scumbags, there is no good one out of them they are all the same! I would be the same as you and not pay them until I have proof that they are required to give per the oft guidelines on demand.
The dvla has not given this to the OP for whatever reason, I wouldn't trust notification from a dca unless they can prove first the debt exists, and then prove that they have the authority to collect.
Not all DCAs are lying barrel scraping scumbags, they are not all the same.
The proof that the debt exists is that the OP was late in renewing the vehicle licence, as explained in the letter - s7A V.E.R.A. 1994.0 -

I am not being nasty here, but either you are incredibly naive, or you have absolutely no idea how DCAs operate.

So why does the DVLA not write to the OP with that information, rather than it coming second hand from the DCA.
I would expect the DVLA (on DVLA head paper) to supply the date tax disc expired and date renewed and on what authority they are claiming I owe them money.0 -
