There's another reason not mentioned so far, the control freak or wannabe security guard, delighting in their small display of control over other peoples driving and milking every ounce from it.
This is how you tell them, 2 way good open road where 60 is the limit but overtaking almost impossible due to oncoming traffic, they eventually lurch up to around 45 or so and struggle to keep it that high.
The road then opens up to a similar surfaced dual carriagway with a 70 limit, all of a sudden that 45mph slug of a car accelerates like a scalded cat up to a genuine 70mph.
1 mile later the 2 way road resumes, as does the 45mph mincing.
They should be pitied really, they are usually middle aged miserable looking blokes, who probaly get it in the ear hole from the dragon 24/7 and this performance is possibly the only bit of power or pleasure in their lives...;)0 -

Do not hold up a long queue of traffic, especially if you are driving a large or slow-moving vehicle. Check your mirrors frequently, and if necessary, pull in where it is safe and let traffic pass.0 -
if on a dual carriageway, just use the other lane to get past them. However be careful because you will find that invariably when approaching the roundabout after 5 miles they in fact wish to turn left so will usually move over into the inside lane without indication - possibly glued to their satnav. My particular favourites are the drivers who do 40 on a single carriageway in a derestricted stretch of road who apply the brakes at any deviation from a straight line and particularly when there is any oncoming vehicle on the other side of the road. however, should a straight piece of road suddenly appear and, with it, the only opportunity in several miles for the stream of traffic behind them to overtake, they immediately speed up to 52 mph as they feel confident to drive in a straight line0

Ever wondered why you get 'impatient wazzocks' behind you? Thought not, you'll be option 3 I suspect.
..... and I am quite aware of the speed limits for various types of vehicles thanks.
Oh and I don't think I was an impatient wazzock behind you unless you were the frustrated sales person type bloke directly in front of me in the queue of traffic I was in?0 -

Well the point of asking the question was to try and get some understanding of why some people drive at speeds much lower than the speed limit when it is safe to drive at, or close to, the speed limit.
Which I think I explained in my OP.0
