I honestly think he passed them while getting the toothpaste and picked them up 'just in case'

If you had said there was one missing then I could see a reason to be suspicious, but not in this instance.

Also, the way he replied talking about the 'ones in his jacket' straight away when you first commented says a lot to me. Someone with something to hide would have said 'what/pardon' or suchlike to give themselves more time to come up with a story.

I would just ask him about them if I were you. Otherwise it will be bugging you forever. Must say though it doesn't sound that suspicious to me, my OH has a terrible habit of buying things at random in the supermarket because he has this vague idea we need them/we ran out of it once five years ago. This is why we have eleven bottles of Fairy Liquid in the house despite owning a dishwasher.

Maybe they were on special offer. Maybe he put them in his pocket as the bag was see through or thought they might fall out.

OP you seem to have real trust issues. Why the need to come on here and ask for opinions on finding unopened condoms in your husbands coat pocket? Why would you want the speculation from people who dont know either of you, over an open discussion about it with him?
