Yes it is, upto 5 years in prison for changing them.

best and easiest way is to get an unlock clip from ebay. you can resell the clip and get your money back resulting in a free unlock

There is an unlock code for this model but it is not reccommened as it can over heat the phone and cause it to set on fire, the best way is to buy an unlocking clip which is only a few pounds on ebay.

it plugs into the bottom/side of the phone and unlocks it in about 10 seconds

Just plug it into the charger on your phone and it will unlock in 10 seconds, then re-sell the clip on ebay and get the money back you paid for it.
