They can be unlocked but not by free software, you have to connect your phone to a pc with a cruiser cable and buy logs which are quite expensive (50 euros) if the phone is locked to vodafone then you can get it unlocked for £12

Orange either can give you the code or you can unlock it yourself if you have the cable as there is free software available to unlock this phone.
