taking a [bold] assumption that they are all of working age, then:
(a) if there are 5m of these people, 400k unemployed equates to an unemployment rate of, I suppose, 8%, i.e. even higher than the UK average [of about 7.5%].
(b) if there are 10m of them then we're talking 4%, i.e. much lower than the UK average.
And that could sum up our conversation. You can always present your information in a way you would like others to see it. It is like "give me the numbers and I will prove you are wrong"0
