Clearly I do not understand your use of the word scrounge!
We have a legal and administrative framework and it is for all in what is still a democracy (on the whole) entitlement according to rules and regulations is just that entitlement if the system is followed fully.
All I wanted was to determine what appears to be a new definition by HMRC and or DWP I.e. Household Income it is not explained by any publication I can find. Simple as that0 -

Do you trully believe that the benefit system has been set up to support families like yours? Really? It's not a case of claiming what you are entitled to, it is about finding a loophole that happens to have not taken your situation into consideration. It's two different things.0

Only when what suits? What loop hole?
I am talking about openly and honestly engaging with a system that is set up for all.
As I have said before should I be banished to Waitrose for my shopping and charged double at the till?
Be reasonable as I have been, everyone and I mean everyone should fully participate with the HMRC and DWP to pay in what they are required to and receive whatever they are entitled to. That includes me and you too!0 -

Just to touch on the other part of your question - the household income calculation varies depending on what you are claiming - some do include overseas income, some take savings into account, etc. You will have to look into each separately.
Just because you can get Child Benefit and Child Tax Credits doesn't mean that is your income is low for university grants. I believe these do take overseas income into account. In fact, if you have lived outside the EU in the last 3 years you will probably get nothing at all and have to pay non-EU fees which can be considerably higher than the £9k paid by EU students!0 -
My husbands residency is outside the UK. However we have already established with my sons university of choice that heis UK resident and entitled to domestic or home fees. But this is again not well understood by many expats.

So, let's assume (for argument's sake) that your darling husband is earning the equivalent of £1m a year abroad somewhere. You are still a couple, he sends £20k to your UK bank account each month.
Just because he doesn't pay tax in the UK does not mean it's okay for you to claim everything under the sun here!Trying to be a man is a waste of a woman0 -

Where have you seen that it is set up for all? The system is set up to support those in need. Are you in need? And no it doesn't include me as the system is not set to support people set in my own circustances.0 -
