Never say never but I'd say your chances of success with a claim are minimal - the fact that bad weather is expected doesn't mean that the airline is on the hook to pay compensation, and likewise it affecting the previous flight rather than yours directly doesn't change anything.
The full test is:
An operating air carrier shall not be obliged to pay compensation in accordance with Article 7, if it can prove that the cancellation is caused by extraordinary circumstances which could not have been avoided even if all reasonable measures had been taken
so the reasonableness of potential mitigating measures comes into play - an airline wouldn't reasonably be expected to operate another airline's aircraft, especially at very short notice, and case law introduces the concept of 'intolerable sacrifices' to recognise that it isn't realistic for airlines to have spare aircraft and crews positioned throughout the entirety of their networks.
There's nothing to lose by trying a claim, but don't get your hopes up!
