  • I sent the NBA giving 14 days but they replied immediately with rejection. Should I still wait the full 14 days before making my small claim?

No, get your paperwork done and submitted.

Do it quickly - your claim expires in May, and you want a bit of wriggle room in case of issues (are you claiming for just yourself or others, for example - needs to be a paper claim if multiple claimants). Hopefully though you're across all this already.
  • I am claiming for myself and husband. I can still do this online can't I?

Unless it's changed since I last looked, MCOL is for single claimants only. If there's more than one claimant, you have to use the paper form - or risk your claim being disallowed.
  • MCOL issued today. Awaiting a response ... or not

Means nothing. Purely a formal step to prevent default judgement being entered against them and to give them another 14 days to file a defence.

Yes, 28 days max. from date of issue. If no defence submitted on that 14 days, apply for judgement by default. If you get judgement they should pay. However they can apply for setaside, to allow submission of a defence, and possibly a hearing. They have to show good reason for not adhering to dates. But most judges are quite lenient as they would rather have a hearing/due legal process than judgement by default.
