As for franking of envelopes anyone can open an account and print envelopes, if you are sending quantities of mail it makes sense as you save money. Putting them as a large player though is a joke, these are just a puny company as scammers go.

I have listened and I did ignore the initial notice. I was surprised by the fact that the second notice arrived in a postage paid (with company logo) envelope and that the letter was more professional than expected.
ANPR LTD seem to be one of the larger outfits.
