you pay, I just continue to wind them up, it's cheaper, I always pick my battles, easier to manipulate the outcome0 -

This quote seems to have come from the linked document. It's a gem (my brackets, underline and bold).
London Councils’ Transport & Environment Committee. Proposed Appeals Service in relation to Parking on Private land.

"they are unable to discuss matters which relate to an appeal but the head ajudicator has noted the comments.. This is due to it being an independent body..........
