The police often use the "civil matter" as a lazy excuse to "nothing in it for us".
About 9/10ths of the Law police enforce is civil law.Be happy...;)0 -

If both these things are not done, then the S21 Notice is invalid. The tenant can go to the court possession hearing, explain the 'prescribed information' was not provided, and the court should reject the LL's application for possession.

As GDB says, this may be an HMO. I do not think that alters anything I've said about
* S8
* S21
* Protection from Eviction Act
* lock changing (but do NOT lock out other residents!)
* Police
However, if the property should be a licenced HMO (usually more than 5 people in 2 or more 'households' and on 3 floors - but check the localcouncil website), and is NOT licenced, then the tenant can, of course, either cause trouble for the landlord, or threaten to cause trouble.....

When did the tenancy start and when did he put it in the scheme? Relevant because the rules changed in April 2012. If he put it in a scheme BEFORE April 2012, he may be OK. If AFTER, then his S21 Notice is probobly invalid. You'll need to confirm the exact dates, and also have proof.
The one year tenancy started on 06 January 2012.
He has put the deposit in a scheme on 15 July 2012. And I have received a notification email on 19 July 2012 regarding this last.
