There are tonnes of night and day cleaning jobs on the science parks and university depts., hospital - many have little english. There is also a lot of kitchen work in canteens. There's a lot of NMW work, there is an agency on REgent St. that does kitchen work and one on Newmarket Road that does warehouse/driving
There is an immigration legal advice centre on Newmarket Road near the Grafton Centre https://cilc.co.uk/ and there (or at least used to be) one on Mill Road.

OP, I don't know if there is anytyhing in your area, but where I live, one of the community centres offers courses in learning English as a second language. It is free of charge, as the community centre has external funding to pay for it. It might be worth asking at community centres or libraries if there is anything available locally.0

This is the hub of the catholic and spanish-ex-pat community; they do toddler groups - might be worth a visit to see if any community support if the partner is vaguely catholic.
