    The appeal at this stage is "informal" and will be rejected, they have nothing to lose.
    I would demand the TRO be made available for that street.
    You may just find they dont have one.
    Then they have nothing to enforce.
    Be happy...;)
  • I parked in a similar street in Woodhouse, Leeds. I appealed to no avail. The council told me if i had parked on double yellow lines only six foot away i would of been ok

    I've had a look at the lancashire.gov website but can't find where it says that the timeframe will be put on hold provided the appeal is RECEIVED within 14 days.
    Anyone able to point me in the direction where it actually states that please?


    Also, the receipt doesn't say anything about me as the vehicle owner having to appeal. It's only when i go on the website & the appeal link does it seem to suggest that it shouldn't be my mum (as the blue badge holder) who appeals, it should be me as the vehicle owner who does it.

    Don't want the timeframe to be ongoing just because my mum appealed it via email & not me.

    Says on the back of the PCN you already posted 'they will decide in each case'. But in practice most do re-offer the discount for a further 14 days if rejecting the appeal. They don't have to - but in view of the words on the back of the PCN, if they don't then I'd be asking why under these circumstances!

    Ah i didn't know it was on the back of the ticket.

    Anyway, yeah - in that case it doesn't say that the term WILL be extended, just that it'll be decided.

    Doesn't look like i'll win. Their email said they can take 10 working days to reply, so i should probably just pay up.

    For God's sake please stop looking at the original 14 days now you have appealed. And the offices will be closed until Jan 2nd I expect anyway so keep the faith and wait, as soon as you've appealed by email you KNOW it's received. And based on the PCN you'd expect the discount to be re-offered anyway, so what's to lose?

    Look, i'm not being funny here but the back of the PCN states:

    "IF you challenge the PCN within 14 days"
    I have - so the follow up then applies to me...
    "...and the challenge is rejected..."
    Well let's face it, if it's accepted then wahoo. If not then the following applies to me (or anyone challenging)...
    "...the enforcement authority will decide in each case whether or not to extend the period with which the reduced penalty charge (so the £35) may be paid"
    So basically, my understanding of this, is that they will decide whether or not to extend the 14 day period - this therefore means there's a chance they will decide to NOT extend it.
    If this happens, then we'll already be outside of the 14 day timeframe & i would have to then pay the £70, not the £35.

    So what is to lose? well an additional £35, totalling £70 from my understanding. I can't see how it could be interpreted any other way than how i've just interpreted it, as nowhere does it say "if you appeal then the 14 day timeframe WILL be put on hold" or that it "WILL begin again if your appeal is refused".

    Cm and many more of us regulars on here have all appealed council tickets and won the appeal - so we do know what we are talking about.

    I know, I know. But I have seen PCNs like this before on pepipoo and they ALWAYS re-offer the discount if you challenge in time, which you did. They'd be mad in a 'disabled badge' case to refuse to at least re-offer the discount.

    The way they word the PCN is naughty - deliberately to catch waverers like you I suspect - and I just didn't want you to fall for the Council's bluff and just pay.
