It may be the case that the OP has a "Lloyds cash account" which only allows withdrawals at Lloyds Group ATMs

"Withdraw money from any Lloyds TSB, Bank of Scotland, and Halifax cash machine and Post Office branch"I made the 1.5 mile round trip, in freezing weather, to a Lloyds branch in Garston. I explained the situation to the cashier and she looked at my account she confimed that I had attempted to make two purchases each of £10.40 however the 2nd had failed. Asda had only debited my account for 80 pence. £10 HAD been "earmarked" for debit and that was not available to me to spend.

But there are 11 months preceding that. If living to the edge of their means, perhaps OP could purchase 1 long-dated smart price food item per week (pasta, pasta sauce, frozen mixed veggies, noodles, pasta and sauce sachets, frozen ready meals, tuna, Chopped tomatoes, rice, beans... Asda even do smart price tinned curry/chilli/meatballs etc) and build up a little box of reserves in case this happens again. For an extra 50p or less a week, it would be a great help if there is ever a similar issue in the future0 -
Just an observation, but when people are so poor they can't feed their children yet can post on the internet about it (presumably paying for a broadband connection and owning a computer) I'm dubious.
Were my kids genuinely starving one of the first things to go would be the internet and the computer sold to pay for food so unless OP was posting from a library at 11pm at night I do have my doubts that their children were genuinely starving.0 -

You can get sim-only phone contracts that includes internet for about £5 a month.There's a storm coming, Mr Johnson.
