When can you appeal to POPLA?

If you made representations to the operator who issued the parking charge notice but these were rejected, and you do not then pay the parking charge but want to appeal against the operator’s decision to POPLA, you have 28 days to do this. If you do appeal to POPLA, which is independent of both the operator and the BPA, an impartial Assessor will consider your case.
You may only appeal to POPLA after you have made your case (‘representations’) to the operator who issued the parking charge notice and that operator has rejected these and issued a POPLA appeal form. For more details on what to do when you receive a parking charge notice, see our section on this website.
An appeal form, containing your verification code, should be sent by the operator with the rejection of your representations. If this form is not enclosed, the operator should be contacted to obtain one. You must appeal to POPLA within the 28 days.
If your appeal is late, it cannot normally be considered. If you do send it late you must explain fully and clearly on the appeal form itself why it is late. The Assessor will then decide whether the appeal can be considered but is likely to happen only in very limited circumstances.
If you do not appeal at this stage the operator could seek to enforce the parking charge through the county court.

    See here.

Seems to me you can 'appeal' to the PPC and if they reject it they should supply you with a POPLA code and then you have 28 days to appeal via POPLA. Others might correct my reading of the above.

Doesn't matter one iota though. Ignore PE. BTW, I have italicised the last sentence from POPLA. It won't happen.

    I concur ignore parking eye
When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

But you had the urgent advice months ago...why are you not simply playing snap with these letters by now? I do not understand why these threads get revived again and again every time that an expected, predictable computer template letter arrives that is already shown on the sticky thread 'PPC letter chains'? I just posted this rant then came here, makes me want to go off to the synchronised knitting forum instead, at least it would be different!

Really bored with Parking Eye threads being bumped all the time. Sorry but really what's the point of the 'PPC letter chains' sticky thread if no-one looks at the letters?

I have taken everyones advise and ignored so far, but today things have escalated. I have received a County Court Claim Form from Northampton County Court which is genuine. Now What, I either have to submit my defense or pay up! If i ignore I am liable to receive a CCJ!!

Has anyone else received one of these and if so what action have you taken?

Looks like Parking Eye have changed their tactics, dont know what to do now!!

    Advise Please.
