Property Management Company has fired parking enforcers but they are still working!

Small background information - I live on a new property development close to the town centre. To stop unscrupulous shoppers stealing our visitor spaces the old property management hired a private parking enforcement company. Company was disastrous, went after residents (my permit slipped, the expiry date was not clearly visible - and despite the fact the company knew that no permits expired for another year they slapped me with a £130 fine and clamped me), unsurprisingly our new property management quickly chucked them.
We have received letters from our property management urging us not to pay any fines as they are technically illegal and to contact the police if this person was spotted handing out 'fines'. Yesterday I spotted the scam artist outside being questioned by the police.
Anyway, went downstairs this morning to find the following notice stuck to my windscreen;
WARNING
THIS VEHICLE IS PARKED WITHOUT A VALID PERMIT
THE VEHICLE'S DETAILS AND PHOTOGRAPHIC EVIDENCE HAVE BEEN RECORDED TO A BACK OFFICE AS TO THIS WARNING AND MAY BE USED IN COURT
FAILURE TO IMMEDIATELY REMOVE THIS VEHICLE OR DISPLAY A VALID PERMIT SHALL RESULT IN THE ISSUE OF A CIVIL CONTRAVENTION NOTICE [CCN] WHICH SHALL INCUR COSTS TO YOU
NEITHER THE MANAGING AGENTS URBAN OWNERS OR POOLE QUARTER HAVE THE AUTHORITY TO REVOKE A CCN TICKET
Please seek independent legal advice if you are told or believe otherwise
We have over 60 cars in our underground private car park and every single permit has expired (25th November 2012) we received a letter from our property management company at the beginning of last month advising new permits are not being issued until they had found a new parking enforcement agency.
I am really upset as have tackled this scam artist before and he is horrible and will get abusive.
Does anyone have any suggestions? I really don't want to pay the fine that is bound to come (property management company are not renewing permits with a valid expiry at the moment) and I know that they make DVLA aware of unpaid parking fines etc as it has stated it in the past literature I received with my fine.

As far as I can tell, you have not been fined! Its one of those fake tickets made out as if it was. If you come across this abusive person hold it up to him and rip it up. Then blow a raspberry!

Yes ignore them, they are scammers! And that goes for the new lot coming in as well, they are there to make money and the ones that they will target are the residents, they make their money solely in this way. You the residents can sack the management company and put into place something that works like barriers.Excel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?

I understnad that some parking measures are need and our management company seem to be trying to find a solution that is best for the residents, but I am upset that he has access to our private car-parks - I wonder what the terms for trespassing would be?

It's an underground car park, if there are fobs used for access what is the point of parking companies infesting this area ? Honestly it appears the management company is trying to fix a non existent problem.Excel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?

Hi Taffy - There are fobs/key codes for the underground car park, and it was the old property management company that thought it would be a great way to make money from the residents by clamping us if they believed we were illegally parked (not showing permit, not having valid tax etc).
After a quick search with Mr Google, I have found that I am not the only person with problems with this guy;

Well the company that I received my fine from was Patrol Plus, none of the numbers are connecting! He has gone bankrupt before so I guess it is possible he has started a 'new' business for his latest round of parking fine scams
