Utter tripe, and I've worked in Telecoms for 30 years now. There is indeed a Telecommunications Act but nowhere does it give BT the power to fine anyone nor issue a penalty.
Is this what they teach you at Solihull College these days? I'd ask for my money back if I were you.

Train Operating Companies can issue penalties under certain conditions, they cannot fine anyone. These penalties are more like police fixed penalties, where you have the choice of settling the penalty charge or challenge the case in a magistrates court. It certainly wouldn't be the train company deciding or issuing the 'fine'.

I have already explained that I was not asked to find an example of fines, Jane.
And, I am assuming, but correct me if I am wrong, if you do not pay said penalty, it can become a fine at court. And, to be pedantic, I believe it would be correct to put an apostrophe at the end of magistrates, as it is the court of / belonging to the magistrates. But who needs to be pedantic about spelling on a money saving forum?0 -

I think it was you who asked me for some examples of private companies issuing actual fines.. Well, it took me a while to think of some but I think that most of the utility companies, BT (openreach presumably) and the railway companies have some statutory powers to issue fines, or have had at least. A bit of a cheat, as they probably inherited from the publicly owned days, but all the same... I'll keep thinking...

All I am trying to say is that I believe there is a place for licensed operators to issue punitive penalties, backed by law, to people who park inconsiderately on private land.
If it wasn't for the pedants, I think I said this on page one.
That will never ever happen in your lifetime or mine nor anybody else's either.
To give powers such as these to "licensed operators" would and will cause absolute chaos, that is why we have a justice system.
Private citizens will never ever be given the right to penalise another private citizen, the same as it as been for hundreds of years.
Why cannot you not accept this?
Do you seriously think centuries old law will be changed to accommodate a PPC to rip people off? If you do, you are seriously deluded.
Just accept the fact that more and more people are getting wise to the national scam every single day and the PPC cowboys do not like this fact one little bit as they are losing money hand over fist. That is one fact i personally like.0
