Maybe not directly, but they have their own laws which enforce compliance through the issuing of fines or imprisonment. The Utilities Act 2000 Chapter 27 Schedule 4 a quick google search reveals.
I am not expecting the parking people to set up their own courts and police force, just have laws that entitle them to instigate a fining process.

As you say, unless you don't pay it. At which point it may well escalate to a fine.

Listen because of regardless what it says a private company CANNOT issue fines, not even a council can. Driver8 who set the challenge used the word "penalty" when suggesting no private companies can issue punitive penalties.
The use of the word "fine" was my interpretation. In general parlance, the words are interchangeable, but I will be specific from now on.
My previous examples are of punitive penalties. All of which, presumably, can escalate to a fine if ignored.0 -

Utter tripe, and I've worked in Telecoms for 30 years now. There is indeed a Telecommunications Act but nowhere does it give BT the power to fine anyone nor issue a penalty.

All I am trying to say is that I believe there is a place for licensed operators to issue punitive penalties, backed by law, to people who park inconsiderately on private land.
If it wasn't for the pedants, I think I said this on page one.0
