Such operations are usually preceded by complaints from pedestrians or other road users, and the intention to have such a day of enforcement action is often highlighted in the local press.

Any complaint should be directed to the local Highways Department preferably highlighting a universally acceptable solution.

Remember, it's Christmas.... they are just looking for extra revenue? or perhaps contributions to the widows and orphans fund??? (Police XMAS party)

I would have paid the fine but complained to the IPCC about him letting off a colleague, for no other reason than to !!!! him off and cause him a bit of extra paperwork.
