How does that imply fraudulent intent? It might do - but it's quite an assumption. What if someone asked if there was a way round paying tax on savings, would that imply fraudulent intent?
Not a really appropriate comparison as there isn't that very thin line ( as there is with tax) of evasion or avoidance.

There are legal and illegal ways of increasing benefit entitlement, just as there legal and illegal ways of reducing tax. The OP asked about ways to increase benefit entitlement. That doesn't mean they were asking for illegal/fraudulent ways of doing so.Not a really appropriate comparison as there isn't that very thin line ( as there is with tax) of evasion or avoidance.
