London Councils (POPLA) have show how incompetent they are!

I have tried to get a very simple question answered
"does the appeal info presented to a PPC have to be the same as that to POPLA
Luke Dawson tried to answer. He failed
two weeks passed and he has ignored my emails, i then complain to a women called sylvia.
She doesn't know,
She then asks the Director of the POPLA service (Stephen Benton) @ London Councils and he doesn't know!!
I mean how can someone who has set up the service not know the answer to this simple question.
They have now referred this to their legal team... I coughed and said you mean the BPA?
Ive also asked for policy documentation to back up their answer

What you have mentioned however is irrelevant this is because i am asking on behalf of many forum users. It is just a generic question that would apply to any situation with the private parking company/popla
I would ask that my question is answered by 2pm today, It is unacceptable that the Head of the Service Stephen Benton is unable to answer this question as he set the thing up
Whilst i appreciate you are only the middle man so to speak the buck needs to stop with someone

Thank you for your emails and apologies for the delay in responding to the issues you raise on time.
I have yet to hear back from the guys at POPLA on some aspect of your question but I have taken time to research the point you mention below that you require clarification on.
Can I clarify the following, that:
By PPC you mean – Private Parking Company?
Was the invoice you refer to below issued after 1 October 2012 and if it was,
Was it issued by an AOS (Approved Operator Scheme – operators who are approved to issue tickets on private lands)?; if so,
Have you appealed to the operator who issued your invoice?
If you have answered yes to all the questions below – then you can appeal to POPLA. POPLA can only deal with appeals against parking charge notices issued on private land after the Protection of Freedoms Act 2012 came into force on 1st October 2012. They can only deal with operators from its approved list – please see the FAQs section on its website: http://www.popla.org.uk/FAQs.htm
Assuming all of the above applied to you and you have appealed to the operator and lost (you will need to do this first), you can then appeal to POPLA. On the different points you mentioned, I am not sure what grounds you can appeal on – I have asked POPLA to get back to me on that note and will let you know in turn.

Subject: Complaint about lack of response to a direct question of the POPLA service
Dear Sir
I recently asked a question of Luke Dawson about the POPLA service, what i got back was a load of waffle about the POPLA service and not a direct answer to the question that was asked.
I therefore ask that i get a direct reply from the chief adjudicator on this matter.
I would like the following question answering:
If i appeal to a ppc about an invoice issued can i then appeal to POPLA on different points (ie points of law, contract law, legal rulings etc) If not please show me the documentation where this is stated.
I look forward to a direct response.

That last answer is definately form someone who really doesn't want to answer the question asked.
This is often the case when giving the actual answers may raise issues they don't want to be raised or aired.0 -
Bit of an update
Got through to "Luke Dawson", who said he was unable (as he had been instructed!!??!!!!!!) not to give me the answer over the phone and it had to be from Stephen Benton. He will be available at 4pm....
What he did make clear was that hearings are 35 days from the date your appeal is received at POPLA , this is to allow time for your defence(so to speak) stuff to be sent to the ppc and for them to respond.
So they get to see your arguments on things like not a genuine pre estimate of loss etc. They then get time to respond to these and respond in the due timescale. You then get to see the PPC responses. I would like to see haswells!

I'm going to apply for a job there, its going to be like being on holiday.
Don't answer the phone, don't give out POPLA codes with appeal rejections, don't tell anyone what we do or what our processes are, shhhhhhhhh.... lovely. Now, get the Nintendo Wii out and let's have a game of 10 pin bowling.
