    It may not be guaranteed - but in all the years I've worked in leaseholder services a request for payment from the leaseholder has never been turned down assuming they meet the criteria.

    Given that OP has not given any indication that she is in leasehold property, this long 'debate' has somewhat derailed the thread.

    OP hasn't been back for a while, and I can't say I blame her since the thread seems to have been taken over by a few posters who seem to be more concerned with conducting a point scoring spat among themselves, rather than actually providing information and advice relevant to OP's situation.
    I'm a retired employment solicitor. Hopefully some of my comments might be useful, but they are only my opinion and not intended as legal advice.
