Private cat park fine sent to debt collectors

Hi guys,
I am just wondering if anyone coul help me ?
I got a car park fine, parking in a Somerford car park, this was captured by a camera and issued to me, I had 2 hours free parking and went over by 20 minutes!!
Anyway I followed Martins advice and didn't acknowledge the £70 fine that came through, but I have now had a letter through from debt recovery plus actingon bbehalf of civil enforcement Ltd (original client)
When I rang the recovery they said I can't dispute to POPLA etc because it was now with them
Is this the correct as fee is now £140?
Any help or advice is appreciated

If it was issued before Oct 1st, there is no appeal to POPLA.
Either way, it's toilet paper which can safely be ignored. DR+ are a bunch of minimum wage muppets who have no powers whatsoever. All they can do is beg for money. Don't pay them any.

No, not unless you signed a credit agreement with them, which I am assuming you didn't.
The only other way they could do it would be to take you to court and win, which won't happen in a million years. Even if they did, you could still pay up and avoid the CCJ.Je Suis Cecil.0 -

Nope. And you didn't get 'caught' you got scammed...but well done for not paying it.
You do not even have a real parking ticket, it's just a piece of rubbish. Like all the other posters on this board, you have a fake PCN. You can just ignore it and all the other letters that will arrive. The letters are easy to ignore and laugh at, when they arrive at the address of someone who knows it's all hogwash and not a real parking ticket at all.
The whole scam of fake PCNs relies firstly on people's ignorance of the fact that a random private company can't fine anyone, and secondly on their natural fear of parking tickets and the escalating costs/bailiff scenario. So PPCs copy the look of a real parking ticket and - hey presto! - the cash rolls in from victims who know no better.
There is no fine, no CCJ, no bailiff, no debt, no effect on credit rating, no Court, no repercussions at all.

Just laugh at the scammer and their attempt to extort money' option, stop phoning up the debt collector, you are taking it far too seriously! Ignoring a fake PCN is SIMPLE, I have done it twice. It's like deleting obvious phishing emails from your 'Bank'; it's a very similar con based on impersonation of authority.
HTHPRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

They are all or have been suspended from accessing the DVLA database for gross misconduct!
