Any winnings, or just the jackpot / higher end wins? That would just leave them languishing on benefits? I don't really see anything positive that comes out of that, other than again, removing dignity.

If I were on benefits, I'd simply give my winning ticket to someone else in the family if that was the case.

Wish you would answer just one basic question.

Should claimants be given money to spend on gambling?

    I've answered.

Claimants should be given money to live on. If they can afford £1 out of that to spend on a lottery ticket, I don't see any issue.

Surprised anyone does in all honesty.

They aren't being given to spend on gambling they are being given money to subsist.

If they choose to foresake a bowl of gruel in vain hope of something better that is their choice. It is tax anyway so it is only going back in the pot more fool them.

The way to police it would be to confiscate any winnings, just like if a 15 year old wins.

In the end, is it right to give people benefits money to gamble with?

given that you don't think it is possible to have tax rules which render management charges from overseas companies to be non-deductible for UK corporation tax, i am interested to know why it would be possible to legislate in this case which appears far more difficult. i would be interested to see how you would pass and then enforce a law in order to confiscate the winnings of benefits claimants.

    (i) how would you detect lottery winners who had been in receipt of benefits, given that you can tick the "no publicity" box, watching the news and reading the paper doesn't seem to be sufficient.

(ii) how would you prove that a lottery winner had actually used their benefits to buy the lottery ticket (or in other words, how do you get around the "my mam bought it for us, innit" defence).

(iii) how do you stop benefits claimants who have bought a winning ticket using their benefits giving that ticket to e.g. their spouse, parent, child or other relation /friend who is not on benefits and then claiming the prize and splitting the winnings between them.

(iv) will pensioners be allowed to play the lottery using their state pension?

    (v) what if they're in receipt of pension credit and a state pension?

(vi) what if they don't qualify for a state pension, but get fully topped up to the minimum income guarantee by pension credit?

Personally I would say if on benefits you should be able to afford gambling, drinking or smoking.
