Parking Charge Notice at John Lennon Airport

Hi Guys,
I'm just after some advice regarding a 'Parking Charge Notice' that I received this week. I have looked around the forum and the general consensus seems to be ignore the PCN and it will get dropped. BUT I can't seem to find a case similar to mine as I didn't actually go into any car park.
The PCN is dated 1st October 2012 but the alleged 'incident' occurred on 22nd September. (See below pictures)

I was picking my parents up at John Lennon Airport after a delayed flight. As I was approaching the airport, my phone began to ring, so - assuming it was my parents saying they had landed - I looked for somewhere to stop to take the call. I did not enter the "main" car park (or any other). Instead I went around a roundabout and stopped on the entrance to another car park. (see below link for the location)

I pulled over (admittedly on yellow lines) to take the call. I did not leave my vehicle in any way for any length of time. I was not obstructing any paths or stopping any car getting past me.
SO, my question is: Because it wasn't in the car park, is this still just classed as private land so falls into the same category as if it was in a car park?

They are all or have been suspended from accessing the DVLA database for gross misconduct!

circa 4-6 letters spread out over 9-12 months, you just file them away and they will not bother you again. They are very easy to ignore and they don't have a leg to stand on basically.Excel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. They can't touch you, their losses are zero and this route they are taking is a certified scam contrived to line their pockets, overlooked by the government for the fact that a legally registered company pays its contributions.
It doesn't mean however that everything it seeks is payable, and this certainly isn't. Since the alleged incident took place before 1st october, you have no obligation to communicate with anyone nor nominate the driver regardless of whether it were you.
Ignore everything, the law is on your side, not your antagonist's.0 -

But please please do let us know if they subsequently mention in any of their letters, the Protection Of Freedoms Act, or imply in any way that the Registered Keeper is liable or can be pursued for this.Je Suis Cecil.0
