As the ops father in law is 80, it's not relevant to the question is it really..
I can assure you I have first hand knowledge and there is no requirement for anyone to have a test at 65, if your grandad had some sort of test there must have been a reason other than his age.
If it is not relevant why did you bring it up?0 -
if he asks to check it over, then say no you bought it your decision your responsability.0

Niether my dad or my FiL have ever had a medical check before they renewed their licenses. My dad is 80 and is a confident driver. My FiL on the other hand has realised that he is a danger to everyone else on the road (in fact, he has been for years and I only travelled with him twice and frieghtened the life out of me) so has now given-up driving (thank God).Never Knowingly Understood.

I don't see what the problem is, I know lots of people who change their more often than that. Better that his hobby is buying cars than drink and drugs.0

You could try another tactic. Suggest he hires the car he wants perhaps as a trial first. It could work out cheaper than changing frequently."A nation's greatness is measured by how it treats its weakest members." ~ Mahatma Gandhi

Direct Gov confirms that at the age of 70 it's simply a matter of applying every 3 years for a renewal, with no driving test required:

Questions are asked about medical conditions but the driver is making a self-declaration so there are no checks with their doctor. In a number of other EU countries including Denmark and Ireland, at the age of 70 drivers are required to produce a doctor's certificate for renewal of their licence.
I think the OP may have questioned the fitness of his parents in law to still be driving? I wonder how most GPs would respond to an anonymous (or not) report that one of their patients isn't fit to drive a car?0 -
My parents loved to change their cars....at least once a year, I wish they were here to do that now. Seriously OP why does it annoy you so much?0
