Sadly a two-bob outfit who aren't members of the AOS. I'll eat my shorts if they're even a real company. No address, just some pay as you go mobile phone number.
A one man fly-by-night cowboy I reckon.
A landowner could create their own notices with more clout than that sh!te!!!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Today my travels took me down the wonderful A453 in Leicestershire, and past a certain PPC hive of activity.
Step forwards APCOA at East Midlands airport. A quick photo grabbed from the pasenger seat of a car stopped at traffic lights outside the main entrance to East Midlands Airport, where you can clearly see the sign with the terms and conditions displayed upon it cant you??
Need a little help?
Theres a few interesting signs there..
fist up youve got a regulation Give Way sign, on its own dedicated post, next round the bend is an APCOA sign, that apparently clearly shows the terms and conditions ( try reading that/comprehending that as you drive past ) I would asume that somewhere in all that
text is something about not stopping on the Airport roads.
Next along we have a standard highways agency UK standard specification set of signs on a dedicated pole, these are;
No Stopping or Waiting ( end of restriction) that is what i understand the sign says the No Stopping or waiting area sign with another sign underneath it saying "End" so even if the APCOA sign says no stopping/waiting, and it was legaly enforcable ( which it isnt) it would only cover a few feet/metres of the road.
beneath that is another sign with a 30mph restriction then under that some text saying that the airport roads are private. From the Plain Language Commission:

Seems like a standard APCOA airport scam set up .The sign at Luton Airport is similarly placed i.e. you can't actually read it without stopping on the very road they tell you you can't stop on !! Entrapment anyone ??0 -

Although the sign a few feet behind the APCOA one clearly states that the ( no stopping/ waiting) restriction ends, that sign also carries an airport text sign stating that the roads are private. Is that the boundry? and if so then isnt the APCOA sign on the public highway?
It needs further investigation, could APCOA try and do someone who cycles in, and stops? From the Plain Language Commission:

Who's the scammers then ?When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

recently erected signs in a Mc Donalds car park ( well they werent there last time i was there - roughly 12 months ago )
from our friends at AS Securi-T Park here with an out of date Tax disc and they will penalise you, and on top of that an administration charge of £20 will be added if the fine remains unpaid after 14 days.

So the problems with the sign is
1) 'Illegally parked'
2) penalise vehicles
3) offence
4) no discount period
5) no company number, no address
6) admin fee added after 14 days
What a lovely sign, hope the complaint to the dvla and bpa is on way ?When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
