Given the distance involved and his lack of response to phone calls, I would be sending a letter by special delivery, asking for a refund. Which have a template, though you'll need to change it as it's designed for a faulty car rather than one that has been clocked:

You could also say that due to serious mechanical problems with the car on your drive home, you expect him to pay for the cost of recovery (you're probably not actually entitled to this legally, but worth a try).
I would also add that if the money isn't returned within the time given, you will be making a formal complaint to Trading Standards (no need to tell him at this stage you've already involved them).
FYI, interesting story here:

It is obvious from his eBay adverts and feedback that he is a dealer and he can't wriggle out of his obligations. WhatCar have further advice:

One more link - further advice here:

Print out his current eBay ads, some past ones, and his eBay Seller Feedback page (every single feedback is for a car sale), just in case he suddenly closes his eBay account. You need the evidence to show he's a trader.0 -

thanks for your help and everyone on here, i have printed out the cars he was selling and feedback. letter has been sent recorded delivery. I'm still trying to contact him. do you think i should contact all the buyers and get them to check their mileage through vosa0 -
I would do that after you've got your money back.
If he gets wind of you doing that at this stage, it'll pee him off and he'll make your life even more difficult.
Get your money back - you are entitled to it. Look after number one first. Then make a full complaint/report to Trading Standards (if not already done) and contact the previous buyers and explain what happened to you and suggest they check their mileage to be on the safe side.0 -
The only other reason I can see for contacting other buyers is to get them to check their mileage and let you, not him know.
This way you can get Trading Standards to add their case to yours. The more people who come forward with the same issue the stronger the case they have to stop him trading.
It won't help you get your money back at all so for that reason there is no point in it but if you want to be altruistic, it's certianly worth looking at.
