Sounds like a horrible situation

I have a first-floor flat with only one exit, and we've just bought a fire escape ladder to give us an emergency exit. Might give you and your daughter some peace of mind? Also, as a PP said, check she has working fire alarms.

Have plenty of photographs been taken? She should contact the police and get them to come over and look/ document it, even if that takes a few attempts. Have you asked the Housing Association which doors are fire doors? I suspect all of them if there is no fire escape. Definitely get more smoke alarms installed, be sure there is a phone is more than one part of the flat so she can shut herself away from any fire or criminal and call the emergency services.
