Post a link there to this thread so they can get the gist of the advice you have received already

Excel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
They are all or have been suspended from accessing the DVLA database for gross misconduct!
Do you really need to ask what kind of people run parking companies?

I will stick my neck out on the line and advise you thus,

Tell the Fraud department that you would welcome such an investigation by the police and that when they involve the police you will attend the police station voluntarily with a solicitor.

The police will only get involved if they receive a complaint and are duty bound to investigate it

By getting the police invovled you will get proper legal and more importantly free represenation at the police station and it doesnt matter what you earn

You can contact a solicitor and go through the issues before hand so you know what to expect and you can discuss an legal aspects

It may be worth sending a private message to broadsword on Pepipoo as he has experience in the fraud field

Others may however disagree with my approach but at least this way you wont say stuff you don't need to say

Don't worry the police wont just come and get you, for this kind of thing it will be done on appointment

The fact the police will get involved does not mean you will get arrested, you don't need to be arrested to be questioned, it can simply be done under caution
    For everthing else there's mastercard.
    For clampers there's Barclaycard.

    Although

"We referred him to the fraud squad on xx.xx.xxxx and he was investigated and no charges were brought" may not look good on your references if you need them, and that may be the best outcome put on there.

No but what if they interview him , he says something to incriminate himself when he didnt need to and they prosecute him because of a slip when if he had proper legal representation he might not have need say anything

If the advice was it couldn't possibly be fraud, no case to answer to, etc, what could he drop himself in if it was informal?

Being referred to the police by his employer seems to be a worse option now it's gone this far.

I'd go for the informal route and take a witness, and see what they offer.

How do they criminalise something that is a civil matter, no matter how many times you break the rules it's still a civil matter , whether its one time or sixty. I think the above advice by Basfordlad maybe should be followed with further advice from the guys and gals over on pepipoo

OP needs to be aware a some posters on here are also posters on pepipoo, with either the same user name, or different, so some advice may be repeated.

words such as criminal, fraud and police have been used.

I'd say you have a case against whoever said it, under the Protection From Harassment Act, or the Administration of Justice Act, regarding falsely implying that you could face a criminal prosecution.
