My cat hates dogs, neighbours have new puppy...

Well yes, in my opinion you should consider the impact any new animal will have on your neighbours' pets before introducing one to your home. I would love to rescue a greyhound when my older cat passes away but my neighbour also has a couple of middle aged cats and I feel the stress of having a new dog living next door, and particularly one with a potentially high prey drive, could prove too distressing for them.
I wouldn't be as selfish as to just go ahead but possibly wait a few more years until their own cats had passed away too. This may be a rather daft suggestion so if you think it is I apologise in advance.
Might it be worth telling your neighbour that your cat has a thing about dogs and ask if you may come over with your cat in a basket/cage type thing (or maybe if they could do it with their dog) which ever is easier and trying to introduce them like you would a new pup / cat into any home?
It sounds like your cat may have been traumatised in the past and perhaps spending time with a pup while still trainable could be the way forward to stop Clarence attacking other dogs too.
You get to make friends with the neighbours - take a bottle of wine over make an afternoon / evening of it (at least of your on good terms if anything goes wrong they wont totally hate you)
Like I said just an idea and I do think in the mean time you should try and cat proof your garden but I know that is easier said than done!

No problems so far with Clarence + puppy! He knows it's there, but has hardly gone outside today and seems to have no interest in eating it... Hooray! Chuffed to bits0

If you look at other threads then the answer is Yes. They believe that their little fluffy bundle sh***ing and pi**ing in other peoples gardens and digging it up or attacking other animals doesn't really happen and it is just lies to put them in bad light.
They will defend their right not to be legally responsible for the actions of their possessions to the hilt.

I would also try to throttle a human incidentally, who came onto my property and attacked my husband, so I suppose these cat owners will say I hate humans as well. LOL. So glad I'm not a cat owner. I wonder if some of them become this way after buying the cat, or whether they were born that way?0 -
See, if this was my cat, then I would seriously be considering some kind of enclosure for the cat to use (kind of big aviary)
Might not be ideal, but all that cat has to do,is pick on the wrong dog.0
